
The MaaS Scotland Annual Conference and Dinner brings together representatives from across Scotland, the UK and Europe to discuss recent developments and projects in Mobility as a Service. Now in its eighth year, the event has established itself as the largest dedicated MaaS event in the UK and attracts delegates from across the MaaS supply chain, from technology providers and systems integrators to transport operators and regional and national transport authorities.
Our 2025 Annual Conference will build from our recently published paper – Implementing Mobility as a Service: A Roadmap for Scotland. Through a series of keynotes, panel session and workshops, we will explore the main recommendations from this report, focussing on key areas such as leadership, productisation of MaaS, evaluation, social value, and data. At what feels like a critical juncture for MaaS, the event will be an important forum to plot our path towards sustainable MaaS delivery in Scotland and the wider UK.
At the end of the day’s proceedings, we invite attendees to join us for an evening drinks reception and dinner. This will be an opportunity to continue discussions from throughout the day, developing ideas and creating new contacts in a more casual environment

Fiona Hyslop, MSP
Ms Hyslop was born in Ayrshire in 1964 and with her family spent her early years in England before returning to Ayrshire. She graduated from Glasgow University with an MA (Hons) in Economic History and Sociology.
She completed a post graduate Diploma in Industrial Administration at the Scottish College of Textiles, before moving to Edinburgh to join the financial services company Standard Life where she held various positions in sales and marketing, latterly as Brand Development Manager.
Elected in the first session of the Scottish Parliament in 1999 she has been returned as the Constituency MSP for Linlithgow since 2011.
When the SNP formed a minority administration in 2007 Ms Hyslop was appointed as Cabinet Secretary for Education & Lifelong Learning before serving in several ministerial roles, latterly Minister for Transport.
Fiona Hyslop was appointed Cabinet Secretary for Transport in February 2024.
Beate Kubitz
Beate Kubitz is an expert in future mobility and the role it plays in carbon reduction. Her specialist consultancy provides research, innovation and policy development at local and national level.
Beate is the author of ‘Mobility as a Service, Its Development, Deployment and Future’, co-authored with James Gleave and published by the IET in 2024. She also edited the Annual Survey of Mobility as a Service 2017-2020 published by Landor Links and is a regular contributor to ITS International magazine.
She is a course contributor and visiting lecturer on the Future of Mobility for the Operational Transport Planning Module of the MSc Transport Planning at the University of Hertfordshire. In 2020 she was awarded a fellowship by the Foundation for Integrated transport to develop research into the impact of rural mobility on city centre traffic.
Beate is a passionate cyclist and founded a rural electric cargobike project, Cargodale, in Calderdale, West Yorkshire as well as developing the Fold+Rºll packing roll for cycle commuters.
Andy Taylor
Andy Taylor is a global transportation expert with 35 years of diverse experience ranging from Public Transport to Mobility-as-a-Service, to Road User Charging and Tolling. Andy joined Mastercard in 2022 and is responsible for the creation of the Center of Excellence and global strategy for public transport in Mastercard, as well as managing several key partnerships across the World. Andy is currently educating user communities and public transport agencies on the true benefits and impacts of payment evolutions, Mobility-as-a-Service, and how to improve operational performance and effectiveness through the simplification of payment solutions. Andy is the President of the MaaS Alliance and was nominated by the Alliance as a MaaS Ambassador for his global efforts in promoting MaaS.

Adrian Ulisse
Adrian Ulisse is a senior executive with over 30 years of experience in Smart Mobility, Ticketing, and Intelligent Transportation Systems (ITS), driving global initiatives that reshape urban transportation. He has led the deployment of integrated traffic and pedestrian management systems in the Middle East and expanded AI-driven traffic signal optimisation technologies throughout Europe, with global scaling in progress. Adrian has also been instrumental in introducing Mobility-as-a-Service (MaaS) solutions in major cities across Europe, the United States, the Middle East, and Asia, collaborating with city authorities, public transport organisations, and train operators.
Adrian currently leads a dynamic team focused on building strategic partnerships with public transport organisations outside of North America, driving the integration of on-demand and autonomous vehicles into public/private transportation networks.
A proven innovator and strategic leader, Adrian is dedicated to shaping the future of sustainable, efficient, and accessible mobility. He drives the adoption of cutting-edge technologies that align with evolving market needs and ensure that urban transport networks are equipped for the challenges of tomorrow.
Mas Sugarman
Max Sugarman is Chief Executive of Intelligent Transport Systems UK, the national voice of the transport technology industry. He manages the strategy and direction of the organisation, representing the sector to government and stakeholders and making the case for the value of intelligent transport. He is also a member of the Connected Places Catapult Freight Innovation Cluster Advisory Board and Innovate UK’s BridgeAI Programme Advisory Board.
He has around a decade of experience working in transport, innovation and communications. He has previously worked at the Catapult Network, where he supported the nine Catapult innovation centres on cross-cutting policy issues and political engagement, and as Public Affairs & PR Director at the Railway Industry Association (RIA), the leading UK trade body for rail suppliers, where he led an award-winning communications function.
He has previously worked at the Institution of Civil Engineers, at a corporate communications agency in the City, at London City Hall and at the House of Representatives in the US. He has a diploma in professional PR, is a Chartered PR Practitioner and was Chair of the Chartered Institute of Public Relations (CIPR) Public Affairs Group from 2021 to 2023. In 2023 he was recognised as one of the Outstanding Leaders of the Year in the CIPR Volunteer Awards. Max is passionate about transport and the role it plays in people’s lives, in supporting economic growth and reaching net zero.
Andrew Steele
Andrew is a thought leader in public transport journey planning, travel demand management platforms, digital ticketing and the transport industry with 28 years experience and strong technical and commercial relationships across the UK and Europe. Andrew’s skills and experience include working with businesses including Innovate UK, Connected Places Catapult, Traveline, National Rail, TOCs, Capgemini, Trainline, Expedia, SilverRail, Boeing, Wimbledon, London Marathon, Great North Run, and Uber to develop and deliver multi-modal journey planning, retail and travel demand management solutions

James Gleave
James Gleave is a transport strategy and innovation consultant with extensive experience in smart ticketing. He has worked on supporting the development of seamless, integrated ticketing solutions to enhance passenger experiences. His expertise spans strategic planning, policy development, and stakeholder engagement to drive digital transformation in public transport. With a background in transport planning and innovation, he advises organizations on future mobility trends, ensuring practical, user-focused ticketing solutions that improve accessibility and efficiency in the transport sector. He is a Non-Executive Director on the National Smart Ticketing Advisory Board (NSTAB), as well as founding Mobility Camp.
Ally McInroy
Ally is CEO at Technology Scotland, the industry association for Scotland’s Enabling Technologies sector, and home to the MaaS Scotland network. This network represents nearly 80 private and public sector organisations operating across the Mobility as a Service supply chain in Scotland. The group has been fundamental in accelerating the development of MaaS in Scotland, most notably through successfully lobbying for the creation of the Scottish Government’s MaaS Investment Fund which is currently supporting 5 pilot projects across Scotland.
Ally is also a member of the Board of Trustees at CoMoUK and a Director at the Scottish Rural and Islands Transport Community CIC.
Justin Southcombe
Justin joined Hitachi Rail as Commercial Director following the acquisition in April 2022 of Perpetuum Ltd, a digital asset management start-up. He was responsible at Perpetuum for the Go to Market strategy and Sales from 2014 until the successful exit to Hitachi. Prior to this he was at Alstom Transport where he held senior international roles in tendering, strategy and operations in the rolling stock and infrastructure business units.
He has over 25 years’ experience in transportation and mobility, largely in the services segment where he has continuously applied digital technologies to drive better results for his clients. Justin has followed the digitalisation of asset management since 2007 but since joining Hitachi he has also been working on the emerging market of digital mobility, such as gateless ticketing and Mobility as a Service.
Justin holds a bachelor’s degree in mechanical engineering from the University of Surrey (UK), an MBA from INSEAD (FR), is a chartered engineer with the Institution of Mechanical Engineers and has successfully completed “Artificial Intelligence in business” with MIT (USA).
Rebecca Smith
Rebecca is a Project Officer at the South East of Scotland Regional Transport Partnership (SEStran) focusing on sustainable and active travel projects. Previously working at City of Edinburgh Council and Energy Saving Trust, she has experience in project management and managing grant funding. In the past year, Rebecca has been involved in the regional MaaS project GoSEStran and is currently reviewing learnings from the project as the project comes to a close.
Damian Bown
Damian Bown is CEO at Trafi and VP Sales at Enghouse. He draws on his experience of innovation (working with some of the most successful transport apps) and operation (he launched and ran a bus company) to assist cities as they procure and implement MaaS schemes.
Before joining Trafi, Damian was Business Development Director at Citymapper, a popular city navigation app. Prior to that, he was UK Sales Director at Trapeze, a leading supplier of scheduling and tracking software for large transport operators and cities.
In 2000, Damian was a founder of Kizoom, which went on to build the world’s first transport journey planner on a phone. He sold Kizoom to Trapeze in 2010. Damian has a degree in Mechanical Engineering from City University in London and an MBA from Insead, France.
Lucy Whitehead
With 18+ years’ experience in Transport and Mobility, working for leading transport operators and transport authorities such as Transport for London, now at Worldline leading on product strategy and product management, with a focus on a customer-centric approach. Working with the Worldline team to deliver products which shift customer behaviour, have pragmatic road maps driven by data and leverage new technologies to improve customer experience. The key objective is to streamline customer information and drive revenues whilst delivering business efficiencies. My priority is making life easier for the customer.
